This is a competition to roll a 5. If Red rolls a five his gammon prospects are excellent. If he fans and White rolls a five it is Red who could lose a gammon.
Because Red has only 13 hitting numbers he is not quite good enough to double although it is close.
As a practical double this is excellent as you only need 3% drops to turn this into a correct double and you will definitely get those.
So technically no double but in practice you should double this position.
