This turns out to be very close. With 24/17 Red can redouble White out if White fans. After 23/17, 2/1 Red does not have a redouble.
However, after 23/17, 2/1 Red does have time to roll another ace and does not immediately risk being hit.
The rollout has the two plays as separated by 0.016 with 24/17 winning by a short head. I would vote for 24/17 because that way the game can be won in a single roll when White fans. I like the brevity of that solution.
